A city in the Dreamlands, referenced in Elements Through the Spirals of Time and Theological Agreements of the Kingdom, two of the books in Lowls' footlocker.
One of the wealthiest cities in the Dreamlands, situated in the Valley of Ooth-Nargai, beside the Cerenerian Sea and beneath the shadow of Mount Aran. While its smooth marble walls and impressive brass gates make it one of the more spectacular Dreamlands cities, its most amazing property is that time within the city walls seems to stand still.
The party arrived in Celephaïs in Chapter 103, materializing in Viscount Pietro Brellin‘s ballroom. Outside the windows of the estate, the party observed an enormous metropolis of white marble with vibrant flora and onyx-paved streets, turquoise temples, and other sparking colorful constructions. A snow-capped mountain towers over the city and feels incredibly close. The sky over the city is filled with hot air balloons and zeppelins, and a whole other pink stone city floats in the sky over the harbor. Ships sail from the harbor up into the sky. Over it all, the sun hung a fraction over the horizon, frozen at sunset.
