A city in Razmiran, on the shore of the Glass River.
Razmiran is a violent, authoritarian theocracy. Its borders are mostly closed to the outside world, except when its armies march to take over another River Kingdom or another stretch of Ustalavian land. One of the few places foreigners are allowed to visit is the port city of Xer, and that’s because of its status as one of two major trade hubs. But foreigners cannot set up residence there, cannot own businesses there, and cannot even walk the streets after sunset.
